Welcome to the 2023 - 2024 Pennsylvania State Competitive Events!

The State Committee is thrilled to have you and your students compete at the 52nd Annual PA State Leadership Conference.  As a reminder, every student must complete the compliance statement and code of conduct by Monday, March 18, 2024.  Click the link below to submit the acknowledgment electronically.

Please observe the following guidelines for the different types of competitive events. Each competitor must compete in all parts of an event for award eligibility.

Objective Testing - Applies to any event which has an online testing portion

  • Testing proctors are to check student ID’s ensuring that the correct student is taking the test and is being provided with the correct login card.

  • Testing codes are located in Blue Panda (www.gobluepanda.com/login). Attached is a reference guide on printing the login cards for your proctor.

  • The students will have until 11:59 PM, April 3, 2024 to complete the objective tests. 

  • The computer system automatically logs off and locks the tests at the end of the allotted testing time, which is one hour for objective tests.

  • In the event of a tie, the PA testing coordinator will follow the FBLA National Guidelines to break any ties that may occur.  Generally, in the event of a tie, winners are determined based on the time taken to complete the test.

  • Mobile phones and smart devices (such as watches) are not allowed for use during objective competitive events. 

  • For any online testing access questions or issues, please contact the testing service, Blue Panda, at support@gobluepanda.com or 256-808-2583. They are authorized to make any adjustments to the students’ access to tests and test taking time due to fire drill, loss of connectivity, computer crashing, etc. However, for security purposes, they are only authorized to talk to the test proctors.

  • For any competitive event testing questions or issues between 6:00 PM - 9:00 PM, please contact via email Felicia Daniel (pafblactesting@gmail.com) and they will contact you as soon as possible.  Please include a phone number in your email message. Please respect a 24-hour window of response.

Prejudged Portion of Events - Home Site Testing

  • The prejudged components of Business Communication and Computer Applications  are to be completed at the home testing site under proctor supervision prior to the conference.  The proctor's script for both of these events is also included.

  • In addition, there are materials due for Gold Seal Chapter Award and Who’s Who in FBLA that are due to pafblactesting@gmail.com.

  • Please refer to the 2023-2024 National Competitive Event guidelines for guidelines on the specific format for submitting these materials.

  • These materials DO NOT HAVE TO BE MAILED prior to the conference, but should be submitted via Blue Panda.  Please email or upload these documents as “assets” in Blue Panda.  Home site testing materials will not be accepted after April 3, 2024.  There will be no exceptions as each competitor must compete in all parts of an event to be eligible for awards.  If the materials are not received by the deadline, the student(s) will be disqualified from the competitive event.

Performance Events & Performance Portions of Events

  • Any events that include a performance portion will need to complete those events at the SLC, if that portion is offered at the SLC (as noted in the state conference registration packet).  More information on the performance requirements can be found at the FBLA national website, competitive events section.  Participants should review the Performance Rating Sheets that will be used by the judges to gain an understanding of how they will be judged in their specific event.

  • There are materials due for Community Service Project, Future Business Educator, Future Business Executive, Job Interview in advance of these performance events.

  • These materials DO NOT HAVE TO BE MAILED prior to the conference, but should be submitted via Blue Panda.  Please upload these documents as “assets” in Blue Panda.  Home site testing materials will not be accepted after April 3, 2024.  There will be no exceptions as each competitor must compete in all parts of an event to be eligible for awards.  If the materials are not received by the deadline, the student(s) will be disqualified from the competitive event.

  • Case studies for Accounting Case Competition, Finance Case Competition, Hospitality Management Case Competition, Management Case Competition, Marketing Sales and Communication Case Competition, Technology and Computer Science Case Competition, are available within the 2023-2024 FBLA National Guidelines.

  • The Impromptu Speaking topic will be distributed during SLC.
